That's a 1923 - not a 1928 - big difference.
AU with a light cleaning at one time. It will not go in a slab because of the heavy rim hit on the lower reverse.

I'd go with EF-40 from what I've seen of Peace dollars (not very much, that is). Quite a few scratches and a fair amount of wear.

Yes - it's a 1923. The 1928 Peace dollar is the key to the series and very valuable in all grades. It does look like a cleaned AU piece with some possible corrosion in the obverse rays and a couple rim dings.

Looks like a decent Peace dollar in XF-45 condition. Other than normal wear and (likely) a dip, I don't see any major problems; fine lines from a harsh cleaning are not evident in those pictures.

IMO, I do believe there are no signs of original luster,(possibly cleaned) the obverse while it would appear had a strong strike, which is NOT the norm for this series, has a ding or two and the relief areas, the higher spots, are showing some better than light wear, and the fields are overly baggy and grainy.Theresa's face has some small minor scratches, but looks good for the year. The reverse, NOT a strong strike, again a common sign for this series, shows a heavy rim ding @6 o'clock and some other small multiple dings also, the devices are worn, being the higher spots on the reverse, the fields also show Heavy baggy marks and multi-overly bang/abuse marks in the reverses entirety,possible damage over the word, "ONE". Also the eagle's face and head, badly sliced and distracting marks do not help, over all IMO, I would grade the coin VF-EF WITH DETAILS.

I think someone probably let this coin sit in the dipping solution for awhile to remove some heavy toning and, in the process, stripped off the luster. A shame since it might make AU with more original surfaces.
