I was looking at some mint sets that I have and I found this 1978 Dime. What happened?

Mint-Damage???

It was damaged after the strike, so I would think it would still be classified as PMD even though its in a mint set. Its hard to tell what caused it, probably wreckless mint workers.

possibly caused because the coin was too close to the edge during the wrapping of the cello packaging?

That's kind of what it looks like, doesn't it?

The gouges seem to correspond to the spacing on the cello seal.

If that is the case, would it still be considered as "post" mint damage?

I say yes. But if it stays inside the cello, it's still a very nice "keeper" imho.

A mint error occurs in the minting process. Anything that happens after the coin is struck including packaging is post mint damage even if it happens while still at the mint. I agree this is just damage from the packaging machine.

Does the "W" in WE and the date look to have some flat issues?For a mint set?

In most years mint set coins really do not differ in any way from any other business strike coin. They are just handled and packaged differently. Weak strikes are prevalent in most years' mint sets. The big draw to mint sets are coins that have no bag marks - because they were never in bags.
