1859 Indian MS-63 Question

Not sure to put this here or in the grading section. Either one, I'm sure my question will be considered ...

Here is an 1859 Indian cent, graded MS63 by NGC. Regarding the mark in the field in front of the Indian's face. Is it a strike through or damage? And, for either answer, how did it effect the grade?

Oh yeah, this one has a shield! It's a J-228.

It appears to be a small strike through. I don't think it is damage, as the metal doesn't look misplased.

The possibility exists that it's a flaw in the original planchet. Either way, I do not believe that it should have affected the grade. I believe NGC was merciless with the grade, though.

I looked at it under magnification and agree it's a planchet defect and it's not something I'm particularly fond of in such a prominent place on the coin.

How much do you think this defect effects it's value/desirability?

It's hard to say if it's mint damage, but normally, I think it would take a MS-64 coin to MS-63. As for value, I think it would take some away as you said, it's in a very prominent place and is distracting.

mint made, possibly a strike thru.

However, that said, the reverse looks like it may have a PVC problem....
