Is there a way to determine if this is a proof or not?
There is a big difference in a mintage of 20,000 vs 730,000.

Interesting coin in the fact that it is concave. Not sure if I care for the toning or not, but it's kinda growing on me.

I have the same coin (not proof) and without toning.

An interesting fact that I learned when I met somebody from the Bank of Ireland some years back is that the coin is considered unlucky since it is the only Irish coin that does not have a harp on the reverse.

Think it's safe to assume it's a proof because of the case?

I'm with you on this svslav, I think the reverse toning is acceptable, maybe even attractive. But, I just don't care for the obverse toning.

Actually it might be a proof - apparently 20,000 proofs were issued in cases

I have got to believe that the case is a really good indication. However, as you note, the toning could make it hard to really determine one way or the other. I've since looked up a few of these and that one must have really been in some interesting atmospheric conditions to get that way.
