I want one of my projects to be completing type sets of silver coins including the first designs. Of all denominations which would be the most difficult and which would be the easiest? I'm assuming flowing hair anything are equally rare and hard to come by is that the case?

3CS business strikes would be very difficult because all coins after 1862 are rare.

That's very true. If you check out CCF's Coin Facts on the left Navigation Bar you can see the Flowing Hair design (of all the coins minted at that time) are scarce.

And scarce = expensive.

But they are one of the most beautiful type of US coins!

I've been looking at prices on ebay, teletrade, etc and the prices are all over the place. Are the early quarters and dimes just as expensive as the half dollars and dollars?

If you're looking at pre 1800 pieces, yes they're all expensive. Really anything pre 1830 ish is expensive.
