Most definitely a doubled die--look at the notching, great find!

Here I've added arrows where there is clear "notching", which is diagnostic of a doubled die.

Yeah, the notching there is what sold me on it, but once I got it in hand and looked a little closer, I got a little skeptical.

Been burned by deterioration too many times.

Except Die Deterioration will not show notching like this--it will be completely connected as the letter wears away on the die.
For example, the notched bottoms of the "M" and "T" are classic places for a doubled die--nothing else can produce that.
Depending how a die is made, the doubling can look somewhat different between countries/mints--which ads to the confusion.
That's why I look for notching such as above--there is no doubt to me.

Is it just me, or does it look like a larger design was struck over the first one?

Perhaps an expert can say for sure, but I've read that when a die is only partially hubbed, the devices can appear smaller or incomplete to the final impression.
