1969 Roosy with a black stripe instead of the normal copper stripe on edge
The toning looks to be original and not AT(artificial toning), otherwise I might have suggested heat. Anyway, here he is. Opinions?

Maybe the coin was in a folder of some kind and the folders composition reacted with the coin? Just a thought.

The toning on the dime is nice so I'm guessing whatever toned the faces
of the coin toned the copper rim strip dark.

Edges of the coin in direct contact with a folder or roll paper...I've seen it a bunch of times. Also seen Lincolns where the coin was nice and red except the edge, which was brown. It's common.

Well, I've seen lots of coins edge toned before, but none so perfectly placed. It would had to have been caused by some contaminant contact. I think it's "slicker than snot on a brass door knob"!

I've heard of people toning their coins with some type of high heat application. Looks too uniform. Doesn't look natural...but what do I know?
