Can you get these somewhere at a local retailer?

Are you asking about the cardboard flips or the vinyl (or mylar) ones? Usually the cardboard flips can be obtained locally at most hobby shops (hobby lobby, hobby town, etc...), but they are much cheaper online. I have not seen the vinyl or mylar locally. Ordering online is usually the most cost effective.

For either cardboard or plastic flips you can usually get them at any coin store, many hobby stores, on the internet from coin mcrchandise dealers. Never can get the name exactly right but many have said a place called Brent-Groeger or something like that has great prices on those.
I get mine at coin shows. If you can find a coin show near you, you would find they are much cheaper than anywhere else. AND no postage, shipping, handling, etc.
Oddly enough I just went to Google and typed in 2x2 coin flips and found lots and lots of places for those.

Generally only the plastic ones are called "flips" - the cardboard ones are usually called "2x2s" or "cardboard holders"

Either way my recommendation would be Jake's marketplace online.

Coin Supply Express has Guardhouse 2x2's for $1.89 per 100. I've never ordered from them though.

I have ordered them from Wizard before. They are the Cowen's brand that I like.
