I have been looking at a roll of 71's and keep running in to this on a few coin. Is it caused by die on release after striking.

Nope...that's actually doubling on the master die caused by a misalignment in the process. It's on pretty much all 1971 cents, the severity of which depends on the age of the hub at the time it made the die.

No, that's definitely NOT what that is.

It's exactly what I posted the first time. The doubled 1 of the date shows on almost all 1971 cents.
