IMO, this coin was treated with some sort of acid. I don't clean coins, so I don't know what is typically used for polishing/dipping, but I do know that silver doesn't rust. So the brown spots that look like rust (see pictures below) must be from some chemical treatment. Sound right?
Also, under magnification, I saw all sorts of imperfections (I used arrows to point out most of them). Have you seen this with other Barber coins?

This is my first real dealing with Barbers so I have no idea. Let me know what you guys think about what I should do with it. Is it worth keeping or should I just return it to the person who sold it, eat the shipping, and take the my medicine and the lesson. What do you think? Grade? Value?

The coin definitely has a dull look consistent with a coin that has been dipped. The rust spots are also an indication that the coin may have been treated with something or it may be environmental.

The imperfections you point out with arrows appear to somewhat resemble clash marks but I cant say for sure. Others will be along to chime in.

Personally if the seller will take the coin back I would send it back.

Grade wise VF35/XF40 details.

Agree with JimR...price is a little high...inexpensive lesson but you knew that going in to it...but on the other hand...if it looks good without a loupe and you like it, you haven't been taken to the cleaners either.I have a few silver coins that have been dipped...I just kept them because the details were nice.
