Would this be a die Gouge and is it an error I got it from a sealed box of Lincoln Cents From the bank so wouldn't it be from the Mint.

That looks like post mint damage.

A die gouge will be raised on the coin,, remember any thing sunk into the die will fill with metal when struck.

Most coins are sent to a company like Brinks where they are ran thru coin counting machines and machine wrapped,, the chance of them being damaged is in almost every step along the way from when they drop to the bin from the press to the company that rolls and distributes them.

Post mint damage is all too common. However, keep looking and with practice you will find errors if that's your thing! I used to be into errors more than I am now and just like spotting fakes, practice, practice, practice, seems to be the best teacher!

Its possible that it is a struck though ,, I had that thought as well, but I could not tell from the pic,, to make that conclusion.

It appears to me to be struck through scrap. The center of the depression is raised and the edges are too clean to be a divot in the coin. If a struck through error the coin is actually worth a small premium...however, as Metalman said, the image is a scan and is too small to really tell what's going on for sure.
