Just paid $11 for a PCGS MS66 1987 Kennedy half dollar on ebay. It said the photo was a stock photo but it would be a PCGS MS66 graded. Since that was a low mint year and they were only in mint sets I feel like I may have. The seller is pinevalleycoins and their rating is 100% with over 12k feedback

87 half can be found in circulation in ms 63-66 fairly easily if you search large amounts of halves. If your goal is to have a slabbed set you got yourself a good deal.
Knowing you are working with a smaller budget, I would focus hard on roll searching. $11 is quite a bit out of a small budget. It is always better to find coins at face value. The good thing about collecting is you don't have to be in any hurry.

Cost more than $11 to get it slabbed and it is a good date. I don't care for the whole slabbing thing, but I do like Kennedy's; and '87 is the first of the "lower mintage" coins at around 3 mil. from each mint.

First thing I thought of too. Why do people spend more than a coin is worth to have it slabbed? Although this one could, might be worth that amount, imagine the slab costs.

We have the S, two Ds, and three Ps, all from roll-searches. The Ds and the Ps could easily go MS-66. Bottom-line, you paid mostly for the slab. However, that's not a bad price for that.

Good price, but if you are on a limited budget, roll search as much as you can and cash in the silver to beef up your coin buying budget to buy what you want.
I think some dealers get good slabbing deals in bulk and sometimes they need to throw in stuff to fill the order out.

I have heard from a lot of people that this year is not at all easily pulled from circulation.

 1987 halves were only available in Mint Sets so the only way they could be circulated is by cutting up a Mint Set and spending it. Even if you are lucky enough to find the one-in-a-hundred thousand 1987 half in circulation, it will certainly not be anywhere near MS66.
