Not sure if this called lamination error.. but it's not PMD what was my first thought. Most of the higher parts are not affected..

Could it be paint or plating that has worn off?

Maybe it's plating that has worn off, I think it happens while striking this coin.. Because the higher parts of the die are affected.. (lower parts on coin) The "500" looks how it should be, but inside the zero's the "plating" is missing..
