The picture looks a little dark, but I would say F-12. A couple of the letters on the headband look worn off, usually for VF you need LIBERTY easily legible.

I am going VF25. Indians are kind of hard to grade without having in hand.

Details are probably F or better but it looks like it has corrosion

Looks to be a mid-range VF but there is something about the surfaces that don't look right. Looks like it's been possibly cleaned and retoned.
