Im not sure if this is zinc rot or RPM.

If you are referring to the lower SE of the mint mark, that is zinc rot caused by the finning from the punching of the mint mark. The finning split the plating causing the zinc to get air and start the process of deteriation. After 1990 you don't see this any more just the 80's Zincolns.
