Probably die flow lines. Can't tell exactly from the image. But that would be my opinion.

Looks like there was a little explosion in the middle of the coin! Never seen one like that...

I found one with the reverse like that. I'm curious what caused this also.

Looks like that canadian dime (volunteer I think)
Saw many of those with the same effect on them.

You get flow lines on the outside of legends of roman coins I have even seen this phenomenon on St Gaudens $20 coins. The rays on the American coin I think would help to exacerbate the problem.
