Ok I've been reading a lot of forums and seems like its a 50/50 chance of getting something in a higher grade. I just got 2 Washington quarters at MS66 and trying to see if it would be worth trying to get that MS67 which jumps the price insanely.

I'm not sure.

Believe it is called gambling. Unfortunate, but true. Have seen MS65's come back as 64's the first resubmit and then with questionable color on the third.

its allot less than 50/50 when you are talking about a considerable price jump. When there is a huge price difference between the two grades the reason there is this difference is because they scrutinize these coins that have a possibility to make this grade allot more than ones in lower grades and they are more reluctant to give them that one point higher because of the price difference. I am pretty sure it is more like 5/95 percent that actually gets a higher grade when there is a big jump in price. It is more probable it will grade lower than it is now before it grades higher

It might be a 50/50 chance if you are a really top notch grader and you carefully select only the most likely upgrade candidate for regrading. But to just send them in at random you chances are MUCH lower. And if you crack them out before you send it in your chances of it grading LOWER are probably significantly better than it grading the same or higher.

50/50 if you are someone with contacts inside the grading company. If you are just a regular guy, then it's more like 99/1. Sad but true.
