the rim on opposite sides of the coin appear to be just thinner.....

Pretty sure that's a brockage of some sort. I don't think it's a damaged coin. Looks like some sort of genuine error to me.

I'm not an expert, but maybe two blanks were stuck together when they went through they went through the rim upsetting machine, then only came apart after they were struck.

coppercoins.....just thinking about it....the coin only weighs 2.8 grams, I should have weighed the coin first

I don't think it weighs enough to be a brockage, does it ?

This coin was vandalized outside the Mint. I can't say how, specifically, but the beveled margin and the strange ripples on the surface are incompatible with any known striking error. The below normal weight is also an indicator of mischief.
