Also, I have a toned Quarter, is there anyway I can tell if someone has put something on it to produce the toning.

The replated 43s look too bright. It's a funny grayish color. By the way,  to CCF.

look at the edge of the cent. If the edge is the same shiny as the two faces, it's resurfaced. If the edge looks different, it's likely original

Weight probably won't tell you anything. As specksnyder said, check the edge.

the edge is the best way to tell, the originals were not plated on the edges. The sheets were plated before the planchets were punched so the edge got missed. If the edge looks like the rest of the coin its replated

A re processed 1943 steel cent will appear glossy, but a real 1943 steel the surface will appear flat in appearance.
