That is a picture of Chiang Kai-shek. So the coin is from the republic of China (Taiwan).
From the reverse it looks like a one YUAN coin which has been made starting in 1981 to present.
In Extremely fine condition and depending upon the year, it is worth between 10 to 20 cents.

It's a bit fuzzy but it looks like Year 70 to me - that would be the first year of issue, AD 1981. Sadly, not "rare" - the mintage for that year is over a billion!

Yes, it's year 70. Very common.

Thank you very much toast. You are 100% right. when I searched china coins at world coin gallery I found that it's Taiwan y#551 one Yuan (1981-1994)it's worth 10 to 25 cents depending on condition.
