Ok so I been getting drawn into and can not resist the Darkside. I have found a bunch of wierd foreign stuff and know even less than US coins. Can someone tell me the silver content of this one half Balboa from Panama? It is dated 1968. One site says its 40% another, 0%. Thanks.

Looks like is has some silver in it:

KM# 12a.1 1/2 BALBOA
12.5000 g., 0.4000 Silver Clad 0.1607 oz. ASW, 30.6 mm. World Coins 1901-2000, 37 Edition, Page 1623.

Panamanian coins were struck at the Philadelphia Mint on the same planchets as the equivalent US coins. Therefore, your coin has the same silver content as a 1968 Kennedy half. In fact, I recently found a 1 Balboa coin, which is the same ASW as a Peace dollar.

Thanks, but are we correct? I saw where 40% was listed somewhere, also. I went back and found this though. I don't think I am reading it wrong, but may be?

Allranger has it right. For the half balboa coins they stopped producing 40% silver after 1970, same as the US half dollar. 1971, 1972, and the 1993 proof half balboas are also 40% silver.
