coins from leaving the mint? New to error coin searching. Also, is there a site that I can go to to find what the abbreviations mean. Example DDD.

I do not remember the exact year the Mint enacted the procedures(discontinuing small bags to banks, using riddlers and wafflers) but is was around 2000.

I know that any error coin dated 2003 or newer is very scarce so maybe 2002?

2001 was the last year the Mint placed cents in 5,000 count canvas bags. They started with the large Ballistic Bags in 2002. There was no change in how the coins were manufactured, just in how they were packaged for shipment.
