Generally, when hair detail crosses an area where no other detail is present, it raises flags for me.
I think of it as the difference between "believable wear" and "unbelievable detail"
On a finer point, I look at aesthetics, and whether they match the original.
Here are a couple more pics for 1795 showing how the hair blends to nothing, vs isolated, defined strands continuing to the forehead.
Certainly, the ebay coin isn't a better grade than these two.
