How accurate do you think the PCGS Pop Reports are on Varieties? I think that many people who have their coin varieties slabbed by PCGS don't want to pay the extra $25 to have the varieties verified on the holder. If this is so, then Pop Reports don't really reflect the true rarity of the varieties... Thoughts?

Pop reports barely have any bearing on any coin other than true rarities with very low mintage. This holds true especially with die varieties - little to no bearing at all. Many die variety collectors do not send their coins for holders because of many factors, the expense being only one of them.
