It is from a poor rinse before plating. If you think of buying an error/die variety coin this would be something to consider because the orange rind affect only get worse with time.
I found one that has the same tiny 'bubbles' so I brought it to my club meeting and showed it to a penny collector. He thought it was PMD and didn't think it was worth anything. I'm keeping it all the same. There may be a lot of these but I have only seen two - yours and mine.
It is caused by corrosion under that plating due to improper planchet preparation, very common on 1980's Zincolns and has led to the premature death of many of them
Thanks biokemist6, it's good to know. I have found lots of damaged zincolns but the one with the tiny bubbles looks new and clean. There may a lot of them out there but I'm keeping mine in a 2X2 -- just 'cuz.
