This is a hard one to say what you have. From the appearances, I believe it to be post production damage.

Hmm..I would call it a struck through and keep it for now. Looks like a piece of thread. I can not see any obvious displacement of the metal. I like to keep such coins.

If it were PPD the digits of the date would have been affected. Looks like a struck through error. (string)
