I'd call it a F-15, but I could see it called VF-20.

I won't get hung up on the possible corrosion/scrubbing around the legends. One pic does not say all.
I prefer to grade by details seen, versus perceived wear, such as:
Full LIBERTY, full hair/headband definition under LIBERTY, amount of wear on cheek/brow, hair/ribbon definition (including diamonds!) = EF details. If you want to knock it down on technicalities, VF30ish.

I would call it VF details, VF25 seems about right. I base that grade on purely visual appearance. This coin looks to have a weak strike, which is common for CuNi coins. Taking that into account, it wouldn't surprise me if some people called this EF.

VF-30, with traces of porosity. Nice coin otherwise.
