if cleaned, it was never cleaned by me, surfaces good original to me though

Looks EF-40 Cleaned with a pad/brush a while back and toned back to present state.
Edit: I should say old cleaning.

It's a little scratched but it's still got some life. I'll agree the detail is good enough to make EF.

Quote: so does the underlying luster mean it was cleaned or no? Kylecolb, there's cleaned, and there's cleaned. In other words, try to get away from the label, and look at the coin. I'm sure there are some nitpicking collectors who would reject that coin for the scratches, which are also signs of cleaning. But the coin is 83 years old and it still has some surface luster to it, and, overall, that makes it OK by me. Just remember, look at the coin, and forget about the labels.

XF, most likely lightly brushed with a cloth at some point, but reverse shows it didn't remove all the original luster.
