This 1942 ms64 walker(NGC) appears to have doubling on the right drapery.

The mint did a lot of retouching up on the working hubs on all denominations from the early 1900 to the late 1940s. Most notable on the 1943 Lincoln Cent where you see channels cut around Lincoln's bust There may have been some belief that this extended the die life, but I am not to sure that it ever did. This maybe what you are seeing.
