If I were you, and knowing how ICCS grades cameo coins, I would insist on "Heavy Cameo" when you resubmit it...

Wait so... Do I have to specify cameo ( or Heavy Cameo) on the submission form? I figured that was something they saw and was obvious enough that I didn't have to write it down.

You can specify whatever you wish. Whatever they put there is another thing.
I have several Cameo / Heavy Cameo George VI Prooflike Silver dollars from 1950 through 1952 , not one has ever had CAMEO put on the holder.

iv'e been watching this thread but haven't really said anything.

In my experience, ICCS won't cameo it if only one side shows a cameo. I think you'll end up with it coming back with MS-60 no cameo designation.

I have a collection of cameo nickels with just the cameo on one side. All certified by ICCS as cameo. So they do certify them, it just needs a certain degree of cameo. I would say hands down you will get 'cameo' 'heavy cameo' is a definite possibility!
