Hard to tell if this is PMD or not, the areas of weakness especially the reverse look like examples I've seen before.

With the symmetric poorly formed rims at k6 on the reverse and k12 on the obverse as well as symmetric weakness of the strike in the center of the devices, I'm inclined to agree with the weak strike idea, perhaps with a slightly tilted die as well.

Weak or no rims and symmetry of weakness in devices on both faces almost always means weak strike over grease.

Would a light strike cause the letters to be touching the rims?
Seems like the rims are too well struck for it to be a light die strike.
