Can anyone tell me if this is a Class 1 Rotated Hub Doubling or Class 5 Pivoted Hub Doubling?

Class I Rotated Hub Doubling occurs when there is an axial rotation on the second die hubbing, creating strong doubling at the periphery and no doubling at the center. Examples of Class 1 doubled dies would be the 1955P and 1972P Lincoln cents.

Class 5 Pivoted Hub Doubling is similar to Class 5 but the point of rotation occurs at or near the rim, creating the strongest doubling opposite the point of rotation. The best example of a Class 5 doubled die would be the 1995P Lincoln Cent.

Your coin would be a Class 5 doubled die with spread from K-7. Nice example

That's a strong doubled die!
For rotated hub doubling, the axis of rotation is near the center resulting in equal displacement around the edge. For pivoted hub doubling, the axis is close to the rim, resulting in some legends strongly doubled, while others are not. To my eyes, your coin appears to be pivoted hub doubling.
