I am with GR58 and jbuck here. The 98 matte proof IS a Kennedy half. No different than the 96W dime or the 95W proof ASE. They are simply limited editions of the coin. Dansco should have included a separate spot for the 98 IMO.

Yeah, the Dansco 8166 is far from perfect for complete Kennedy half dollar collector. It has both 1979-S varieties, but does not recognize the two for 1981-S. It does not have room for the 1998-S matte proof, but has places for the 1965~1967 SMS issues.

Dansco doesn't even have a slot for it in their Kennedy album.

Obviously I didn't mean that Dansco was the arbiter of what is and what isn't included in a collection. It was just an offhand example of someone else that agreed that "special issues" are not an integral part of a complete collection.

And yes, I do believe that the "96W rosy and the 95W ASE are more of a West Point/San Fran special commemorative issues than a pert of a complete collection. An ULTIMATE collection perhaps, but I do not expect any future collector album of ASE's to contain a space for the 2013 enhanced proof.
