Could this possibly be a die error? Or did someone heat/melt it with a torch.
The motto looks like it slid
It is in great condition otherwise.

my first thoughts are that maybe someone cleaned it with acid

There is a darken area on the obverse at about 7:00. So someone may have tried cleaning it with something too strong and ruined the coin?

Looks like someone bought it for cheap because someone didn't like the fact that it had toned. Then they decided to dip it in Tarn-X for an hour or two.

My first thought was "they are counterfeiting modern commem halves now? Has the mushy detail appearance of a poor quality chinese fake.

I saw a fake 1981 Jersey Royal Wedding £2 coin (amongst many other fake coins) in a tourist shop in China back in 2001 - that's a common modern commemorative, and the surface was very similar to this coin.
