Me thinks it was a science expirement where they turn it that color, don't remember how they do it though. If plated it would be shiny not lustery.

I've seen copper planchets with that same look. I believe that one is gold toned. If it were plated, it would be very shiny. Sulfur in the air make coins turn yellow, most of the time on silver coins.
