Check other coins for that year. The one I looked at had it also. so it may just be part of the design for the die that year. I wouldn't call this toning. More like discoloration. The coin circulation has removed part of it and now it is distracting. A toning issue should be undisturbed to make it collectible. The green on your coin can't be removed with out stripping off the surface. So I would save that coin as a Wheat cent. Sorry
