Is the packaging on this RCM 10oz silver bar PVC? How do you tell if is or not? Thanks.

PVCs are added to plastics to soften them. Polypropylene is a rigid plastic that's generally safe for coins. I think the plastics that contain genuine bars are mostly the rigid second type. Which describes yours?

Yes.. I believe that is the hard type.

If you send me a tiny snip of it, I'll tell you what it is. I run a laboratory, after all.

PVC is not the problem, it is the Phthalates that are used to soften it.
