Found this 1988 D MLP that has a granular appearance on both the adverse and reverse sides. Anyone know what caused this?

It is debris,most likely dust under the copper plating.

There was a problem when they switched over to the plated zinc cents. The problem was like your coin. Bumps on them. They determined it was a zinc dust stuck on the planchet issue that was causing this. So they tried a new rinsing technique to resolve the issue. Pretty much fixed the issue. But from time to time it still happens.
