Well they damaged it sealing it. I've seen the lines from the sealing edges. before. I don't have example now. But they are different than your coin. More of a square pattern. There is not way during the striking process for this to happen.
Coop, I don't know how the internals of the strike chamber were in the 1970's. I'm trying to think what would have a moving slotted part. The feeder mechanism has no grooves that deep, but I'm not sure of the outside of the collar or the eject arm. If that were caught in(under) the sliding mechanism that could logically happen. Altho I would think the tech loading the mint packs would have noticed...unless that was automatic back then?
Everything that happens after the strike is covered by the PSD designation. The putting it into the mint set damaged the coin. Just a damaged coin now.
