Although I'm certainly not an expert in this type of coin, it looks to me like a probable match for Jiaqing Tong Bao (1796-1820).

Here are some photos to compare

Not sure about the mint but the best match I've seen so far appears to be Bao Guang (Guangdong), shown on the referenced page.
