I've looked through the errors and varieties list and can't find any thing like this. If it were just on one side I'd say it was a blister or machine stamping bubble but what ever it is affected through to the other side. I've looked for a pattern like maybe it's his back upside down? Maybe chest? Right below the I and B in Liberty (where the thing bends there is a scratch, cut or gouge if that helps explain what it is. I don't know, probably nothing but if someone could figure it out I'd much appreciate it. Sorry about the pics, I had to take them freehand till I get my homemade photo station done.
It's heavy Die Deterioration, caused by a very worn die (die wear). Your coin is in a Very Late Die State. It looks like the die steel is slowly starting to sink in.
