Take a toothpick and see if you can flatten it. If you can it's a gas bubble.

It is firm. To me it looks like like damage. It may have been a struck through steel that damaged the die. Hardened steel or someone dropped a screw driver into that area of the die.

There are two areas raised. Not the image on the right. It may have been a piece with that length that made a small bit of damage on that level in the die. Stuff happens.
