Extreme die wear. Keep in mind the Steel planchets and the steel dies that year. That combo made these dies ages a lot quicker. thus the dies did some strange things that year. But the die wear is the issue:

I would agree that it is a product of Die Deterioration and the Cent being re-plated.

@ Greasy Fingers- yeah, the first two photos were taken with all 8 LED's shining, but the mint mark photo only has one light source. Here are photos of the obverse and reverse with only one source.
