Yes it looks like a reactive liquid came in contact with the coin. Copper is highly reactive.

It might have happened inside the mint, but it almost certainly happened outside. Either way, it's not considered a mint error, or anything other than a "damaged coin".

@paul, that is definitely a surface stain, perhaps from soda if this coin sat in car's cupholder for a period of time. It is not a mint error.

Post strike damage. The coin did not leave the striking chamber with this stain. Any chance we can see a photo of the reverse?

Environmental staining, most likely caused by a reactive liquid. Spend it and move on.

Probably a coin tossed into a cup holder in the car and stained with contents spilled onto the coin.
