My guess would be that what you see on the 2 is a result of Die Deterioration, but please wait for the experts to chime in.

I might end up getting corrected here, but this IS doubling. Problem is it is Master Hub Doubling, so a great number of working dies ended up with this. I've seen a great number of 72 cents with the same problem.

Check to see if the doubling on your coin also has the following master die doublings?
