I think it's from heavy Die Deterioration.

Seems like the right explanation - dies wears down to the letter tops causing them to appear on the "ridge".

Maybe a bit of both? I see what you mean about the Rim Fin but I think the "Ridge" is what makes the letters cut short as they follow up it and you can see the tops of them slightly struck ontop of the ridge -

I see nothing raised on the outer edge, it looks to be the same height as the inner rim, just raised letters on the inner rim, which I think was created mechanically.
