Found this half with a ring around the edge missing reeding.

I know it's not a partial collar because the reeding sticks out over the flat edge not the other way around.

It looks to too neat to be PMD imo.

Any ideas what it is?

I believe that your coin was either encased, in a bezel, or otherwise affixed to some sort of mount at one time.

Yes, it's possible we're seeing the result of an attempt to prep the coin for encasing in a bezel.
