I'm thinking a Die Deterioration issue as well. There's also plating issues too.

Yes @hank there is some doubling--just not the kind that adds to the numismatic value.

When you see the "doubling" running towards the rim
and the device is full size, then that is usually DDD.
There is also the start of a Ridge Ring which is also
caused by Die Deterioration.
