what kind of answer are you looking for here? Is it that you know its a 1999 dime and want to just show that its weak struck or hit on the date to make it look like a 1909 or something else (we know its not a 1909 since there were no Roosevelt dimes made in 1909)? It could have been Struck Through Grease or something in the date area causing that part of the 9 not to show (even though I can't see for sure in the photo's)or it could be just plain old post mint damage where something hit it to remove that part of the 9, I see some marks in that area but can't tell for sure what they are actually from

Of course the Mint could have produced that coin knowing full well that someday someone named Roosevelt would be on a coin so this would have been an experiment as to what he would look like. It is amazing how the Mint knows such things in advance. I only wonder why the Denver Mint also didn't make those.

1909---P-Roosevelt-Dime?
It looks like a 2006, but I got it in 2000. First P mint dime I got that year. (Mainly Denver coins here.)
