Toned Proof Roosevelt Dime

Most modern proof coins are pretty near perfect when made (I would consider 1980 to be "modern"). This coin has no major defects and the scratches as you say are almost certainly just on the holder. I see a pair of small spots on either side of the torch flame, plus a scattering of tiny light spots on both sides. These likely will bring the grade down a couple notches from "perfect". The cameo contrast perhaps isn't as deep as usual, so maybe the coin would earn a "CAM" designation, rather than "DCAM".

So, I'd give it a minimum grade of PR-67 CAM.
